The hazardous waste and contamined oily soil are components in a cold mix asphaltic concrete. The soil and hazardous materials are mixed with asphaltic roof cuttings and mineral aggregate to form the mixture. The mixture is coated with a cold mix emulsion to form an asphaltic concrete. The hydrocarbons and hazardous wastes do not leach from the set concrete.
