A plurality of elongated weights form elongated sumps in the cover for the collection of surface water. All horizontal portions of the cover and the sump walls are in biaxial tension. A perimeter gas manifold at the periphery of the reservoir receives gas generated beneath the cover. The flow of gas to the periphery is enhanced by varying the linear weight of the sump weights or by placing small weights on the horizontal cover portions. Floats may also be placed beneath the cover to collect the gas. Different weight cover portions are also used to enhance gas migration to gas manifolds. A distributor pipe, evenly distributes the water along the top edge of the panel where it flows over a member for spreading the water evenly over the entire surface area of the inside of the panel. The means for forming the fixed horizontally positioned canals also function to form taut, substantially horizontal portions of the cover. The depth of the canals vary as the level of the reservoir changes.
