    Abstract: A system and method for adaptive control of an averaging parameter in a communications network may include an averaging parameter adaptive control module (APAC) that is associated with a base station and that includes one or more processors configured to generate a first averaging parameter that is transmitted by the base station to a mobile station communicating with the base station. The mobile station may use the first averaging parameter to generate first channel condition information that indicates a condition of a communication channel. First feedback information including the first channel condition information may be received at the base station. The APAC may generate a second averaging parameter using the first averaging parameter and the first feedback information and may transmit the second averaging parameter from the base station to the mobile station, thereby adaptively controlling the second averaging parameter based on the first feedback information.

The system includes a system control circuit that controls the number of subchannels in the uplink control channel region of the data frames transmitted by the first base station, and a traffic monitoring circuit that monitors both an uplink load and a number of active wireless device users within broadcast coverage of said first base station. The system control circuit dynamically increases the radio resources in the uplink control channel region of the frames transmitted by the first base station.

If the second metric is superior to the first metric, the mobile communication device determines if the second base station has sufficient performance characteristics for communication with the device. If the performance is sufficient, the mobile communication device initiates a hand-off from the first base station to the second base station.     Abstract: A system and methodology for network planning in which a software based tool provides network engineers with the capability to more precisely plan for traffic loading within the network on a cell site by cell site basis. Thus for each cell site, variations in geographic location, device mix, historical usage patterns and other factors are taken into account to allow for more accurate network planning and for more efficient use of capital. Cell sites with a higher traffic profile based upon historic device mix and usage patterns will be associated with lower OSF values thus enhancing the user experience for a device user in communication with that cell site. On the other hand, for cell sites with a lesser traffic profile, a higher OSF value is ascribed thus allowing for capital to be deployed elsewhere while still maintaining a positive user experience for users relying on that cell site.

    Abstract: Disclosed herein are methods and systems that may help a WiMAX base station function without a GPS signal by providing a high-stability reference signal via a subcarrier of a broadcast signal, such as an FM radio signal. An exemplary broadcast station may therefore be configured to phase-lock a subcarrier signal to a GPS signal, and include this subcarrier in its broadcast signal, thereby providing the subcarrier signal for use by a base station as a high-stability reference signal for local-oscillator stabilization at the base station. The broadcast station may further modulate a timing signal onto the subcarrier signal. An exemplary base station may therefore receive the broadcast signal, decode the broadcast signal to acquire the subcarrier signal, and use the subcarrier signal to stabilize its local oscillator, rather than using a GPS signal.
