    Abstract: A method of establishing an adjustable-block background model for detecting a real-time image object is provided to obtain a surveillance image by a surveillance apparatus. The surveillance image has a plurality of pixels. The method includes steps of: segmenting the surveillance image into a plurality of blocks each having a first pixel and at least one second pixel; defining the first pixel as a major color and comparing the first pixel with the at least one second pixel to determine a number and color information of the major color in the block; merging the blocks having the same major color into a large block to obtain a block background model; and performing image comparison to identify a moving object image. With the establishment of the block background model, a required memory space is effectively reduced while outstanding image display performance is still maintained.

Each cell is a regular polygon and includes a plurality of adjoining sides, a base station located at a center of the cell, a plurality of directional antennas equipped at the base station, and a power adjustment unit electrically connected to the directional antennas. The directional antennas point towards connection points of the adjoining sides, and sectorize the cell into a plurality of kite-shaped sections by regarding the directional antennas as centers. The power adjustment unit controls power output of the directional antennas. By changing pointing directions of the directional antennas, the cell can be sectorized into the kite-shaped sections to significantly increase system capacity and communication quality.

    Abstract: An energy converting device having an eccentric rotor includes a fixed portion and an eccentric rotor. This fixed portion has a central axis, an outer frame, and several fixed coil portions. The eccentric rotor has a bearing, a rotatory shaft, an eccentric arm, an eccentric shaft portion, a supporting plate, an inner annular magnetic portion, and an outer annular magnetic portion. The inner magnetic portion and the outer magnetic portion are concentric and aligned with the eccentric shaft portion. The eccentric shaft portion is offset from the rotary shaft. When the rotary shaft of the eccentric rotor rotates, these fixed coil portions cut through the inner magnetic portion and the outer magnetic portion repeatedly, so magnetic flux passing through the coils alternates accordingly to generate electromotive force. Conversely, it can be used as an electric motor. In addition, it can be integrated with a cycloidal speed reducer to form a motor with speed reduction and torque augmentation capability.

The magnetic member deflects relative to the transmission member in a nonparallel manner relative to the first axial direction when rotating with the transmission member. Sensing members induce a magnetic field variation to output respective electrical signals that exhibit a phase difference there between. The computing unit receives and calculates the electrical signals of the sensing member to obtain the amplitude and to further translate the amplitude into torque value and angle of rotation.

    Abstract: An apparatus for reducing laser speckle cooperates with a laser light source and comprises a light guide tube and a vibration element coupled on the light guide tube. The light guide tube includes an input member corresponding to the laser light source, an output member far away from the laser light source, and a chamber allowing a laser beam which is emitted by the laser light source to perform total reflection inside. The vibration element is arranged at a region between the input member and the output member to drive the light guide tube to vibrate reciprocally along a direction not parallel to the axis of the light guide tube. The vibration element controls the light guide tube to perform swift, reciprocal and high-frequency vibration to destroy coherence of the laser beam. Thus the laser beam can be output uniformly to avoid laser speckles caused by light interference.

    Abstract: A solar cell with an anti-reflection structure comprises a solar cell substrate, a meshed electric-conduction layer formed on one surface of the solar cell substrate, a plurality of microspheres disposed on the meshed electric-conduction layer, and a dielectric layer. The microspheres have a diameter of 0.1-50 ?m. The dielectric layer is formed between the meshed electric-conduction layer and the microspheres, and has a thickness smaller than the diameter of the microspheres to make the microspheres protrude from the dielectric layer. The meshed electric-conduction layer is formed via a screen-printing method. The present invention uses the microspheres and the meshed electric-conduction layer to achieve an excellent anti-reflection effect. Further, the present invention has the advantages of a simple fabrication process and a low fabrication cost.

    Abstract: An electric generator with a transverse magnetic field has an enclosing unit, a rotor unit and a stator unit. The rotor unit is mounted in the enclosing unit and has multiple pairs of permanent magnets. The stator unit has multiple magnetizers. Each magnetizer is wound around by a winding, and has two magnetizing blocks oppositely mounted on two ends of the magnetizer to correspond to a corresponding pair of permanent magnets. When the rotor unit is rotated, a magnetic field passes through the magnetizing blocks and the winding on each magnetizer to generate power. The electric generator is a single-phase or multi-phase electric generator depending on whether a pair number of the permanent magnets is or is not equal to a number of the magnetizers. As having multiple magnetizers and multiple windings, the stator unit can increase a total magnetic flux passing therethrough for the electric generator to generate more power.
