Abstract: A roll shaft 26 supporting rolled paper 20, such as toilet paper rotatably thereon, a pair of feed rollers 32, 34 for paying out the free end portion of the rolled paper 20 which has been paid out continuously from the rolled paper 20, and a driving unit for rotating the feed rollers 34 are provided. A pay-out rate control unit for automatically controlling the portion of the rolled paper 20 which has been paid out to a position beyond the two feed rollers 32, 34, in such a manner that the paid-out portion of the rolled paper 20 is further paid out by a length at a time corresponding to that of one unit of use thereof is included.
