Each portion has a textured surface adapted for rinsing or cleaning cosmetic brushes, and an opposite surface adapted for placement of the device in a working area with the textured surfaces presented for engagement with a brush head or applicator. A tab or coupling member is provided for coupling the device about a user's hand, with the textured surfaces presented on opposite sides.
