The first storage stores at least a destination address representing an IPv6 address that is a destination of a packet and a next hop address representing an IPv6 address of a next hop representing the next destination to which the packet is transferred in association with each other. The second storage stores an IPv6 address of a default router to which the packet is transferred when it is not possible to determine the next hop address by using the first storage. When a second RA packet representing an RA packet other than first RA packets representing a RA packet for 6LowPAN is received, the first registrator registers an IPv6 address from which the second RA packet has been transmitted as an IPv6 address of the default router.
