    Abstract: A radar camera of a signalized traffic control system determines rain intensity, compares it to a threshold, then adjusts traffic signal operation. Rain intensity of a level relative to the threshold causes the traffic control system to operate in a rain intensity mode. The rain intensity mode has the system hold a call to a traffic light controller during the time when rain intensity is above the threshold. The traffic control system includes a radar camera, traffic controller, a computer with memory, and program instructions. A manner of operation includes sampling camera radar, counting the number of raindrops and raindrop size within a predetermined range, determining rain intensity using the measured raindrop parameters/characteristics, comparing the determined rain intensity with a rain intensity threshold, and operating the traffic controller accordingly while the rain intensity is above the threshold.

    Abstract: A traffic control sensor system which provides outputted signals to a receiving traffic control system to assist the traffic control system in making real-time informed green light decisions. Such signals received by the traffic control system include calls for a green light for monitored traffic lanes approaching an intersection. The traffic control sensor system employs various techniques to reduce the number of vehicles that are dropped or occluded. A vehicle is considered to be dropped or occluded whenever the traffic control sensor system first detects the vehicle entering a user defined zone within the approaching lanes to the intersection, and then fails to detect or monitor such vehicle exiting the user defined zones. Occlusion or dropping may occur whenever a sensor is malfunctioning, certain environmental conditions are present, or during any time the sensor's detection signal is interrupted such as from cross traffic entering the monitored intersection.

    Abstract: A slip assembly particularly adapted for use in conjunction with forming a supportive connection between a subsea template or related support structure and support pilings for the template. The slip assembly comprises a floating slip bowl for receiving a plurality of cylindrical slip segments which are movable radially inwardly into gripping engagement with a support column or pile member by a hydraulic cylinder actuator assembly which is connected to a cylindrical ring having a link interconnected with each of the slip segments to permit radial inward and outward movement of the segments in response to axial extension and retraction of the actuator. The slip assembly includes an upwardly facing guide funnel for guiding the pile into a central passage through the slip assembly.

    Abstract: Subsea drilling and foundation templates are lowered from a semi-submersible drill rig and levelled utilizing the drill string hoisting apparatus including a heave compensator suspended from the travelling block of the hoisting apparatus, a riser string suspensed from the heave compensator and connected to the template at substantially its center of gravity and further including a constant tension rotary drum air powered hoist supported on the riser string below the heave compensator and having a tension cable secured to a fixed reference point on the seabed such as one of the template supporting piles. The tension on the cable may be selectively adjusted to dampen the motion of the riser string during levelling procedure so that the position of the template with respect to its supporting piles may be referenced and the template secured to the piles when a level condition is reached.

    Abstract: A recoil system and method for supporting a marined riser which is extended from offshore well head equipment to a floating platform are disclosed. The purpose of the recoil system is to prevent a violent collision of the riser with the platform when the riser becomes separated from the well head equipment during a planned or an emergency disconnect operation. Upon disconnection of the riser from the well head equipment, the lifting force applied to the riser is reduced to a predetermined lower level and the riser is retracted to an elevated position above the well head equipment to permit unobstructed excursions of the riser. A variable lifting force is applied to the riser to maintain the riser substantially in equilibrium in the retracted position as the floating platform heaves relative to the riser in response to wave action.

    Abstract: A self-propelled semi-submersible column stabilized service vessel for tending offshore production and drilling operations is disclosed. The vessel includes a pair of submersible hulls haing ballast compartments for controlling the buoyancy of the hulls. A rectangular service platform which includes fire fighting equipment, rig inspection equipment, repair facilities, and load lifting equipment is supported by means of vertical stability columns which are compartmented and include ballast chambers for controlling the buoyancy of the columns. The fire fighting equipment includes an extendable fire boom for clearing debris and for positioning explosives on the deck of a burning production or drilling platform. An array of monitors is also provided for establishing a curtain of water for thermally shielding the service vessel and for extinguishing a fire on the platform.

In addition, at least three anchorage templates may be loaded onto one or both of the pontoons of the semi-submersible drilling vessel at its original position and are subsequently lowered from the pontoons to their respective locations on the sea bed after the semi-submersible has moved to the offshore site.

The automatic dump valve assemby includes a movable dump port cover plate and a hydraulic actuator coupled to the cover plate The hydraulic actuator is operably responsive to pressure changes within the flow passage relative to the pressure exerted by a surrounding body of water to open and close the dump port.

    Abstract: An apparatus and method for erecting a temporary emergency walkway for personnel between an offshore oil platform and a marine vessel. The disclosed apparatus includes a first walkway attached to the main boom of a crane mounted on the vessel and a second walkway attached to an extendable articulating auxiliary boom. The auxiliary boom, which is normally stored on the deck of the vessel, preferably includes an articulating section having a pair of pivotably connected subsections and an adjoining section which telescopically engages the articulating section. A rapid evacuation of personnel from the platform can be accomplished even in heavy seas by maneuvering the vessel into a position near the endangered platform, attaching the auxiliary boom to the main boom and by appropriate movements of the crane and auxiliary boom placing the end of the auxiliary boom on the platform.

The service vessel is preferably a semi-submersible and includes a system for dynamic positioning of the vessel such as side thrusters in addition to a main propulsion unit.

    Abstract: A tear-away equipment removal system and method for use in controlling fires on offshore oil platforms. A preferred system includes a stab assembly connected to the end of the tension line and carried by a crane boom on a semi-submersible service vessel. A stab receptacle is provided in an outer wall of an offshore platform and is connected to large equipment units which block access to a fire site. The method includes maneuvering the service vessel and crane to allow connection of the stab assembly to the receptacle and the use of the tension line to physically tear open the outer wall of the structure and to remove the large equipment to provide clear access to the fire site.

    Abstract: Method and apparatus for controlling down hole pressure during an offshore drilling operation is disclosed. The method and apparatus are particularly useful for drilling in deep water from an offshore surface facility which includes a drilling vessel stationed above an ocean floor drilling site in which well head equipment is embedded. A marine riser is connected to the well head equipment and extends to the drilling vessel. A drill string enclosed within the riser extends from the drilling vessel through the well head equipment and into a borehole beneath the ocean floor. Choke and kill conduit lines are connected in fluid communication with the borehole and extend from the well head equipment to the drilling vessel. According to the invention, a subsea choke valve is connected in fluid communication with the choke conduit line and with the interior of the riser whereby fluid or gas may be discharged at a controlled rate from the choke line directly into the riser annulus.
