    Abstract: A method for measuring the EIRP (Effective Isotropic Radiated Power) of a satellite downlink carrier signal is performed by or under the control of a processor located, for example, at a technical operations center of a satellite communications company. The processor operates in accordance with a computer program which automatically identifies a carrier frequency corresponding to a customer, measures a level and bandwidth of the downlink signal at the customer carrier frequency, determines a level of a reference carrier signal, compares the level of the downlink signal to the level of the reference carrier signal, and determines EIRP power of the downlink signal based on the comparing step. The measured EIRP value is then compared to an EIRP value contractually assigned to the customer, and the difference determines the manner in which the measured EIRP value deviates from the assigned power.

    Abstract: A method for monitoring the operation of a spacecraft make telemetry data directly accessible to customers of a satellite services provider over a network. The method may be completely automated at least from the perspective of the provider so that the need for human intervention during telemetry data retrieval and processing is eliminated. This, in turn, will substantially reduce the delays, costs, and inefficiencies associated with conventional telemetry data processing and customer service methods. In one application of the method, helix current data is automatically retrieved, processed, and made accessible at a service provider's website for retrieval by customers. The website may be password-protected for security purposes. If desired, telemetry data may be provided on the website on a real-time or near real-time basis. The method may advantageously be integrated into a customer service management model for a satellite service provider in order to streamline efficiency and reduce costs.

    Abstract: A system for communicating signals over a satellite makes more efficient use of bandwidth compared with conventional systems. In one embodiment, the system converts an optical signal having a first bit-rate format into a plurality of signals, each having a bit-rate format smaller than the first bit-rate format and thus smaller transmission bandwidths than the initial optical signal. The converted signals are then modulated and transmitted to a satellite over a predetermined frequency band. The satellite includes a first transponder having an operating bandwidth substantially equal to the transmission bandwidth of at least two of the transmitted signals, and a second transponder having an operating bandwidth sufficient to receive remaining ones of the transmitted signals. In one preferred embodiment, the higher bit-rate format signal is an OC-3 signal, the lower bit-rate format signals are OC-1/STS-1 signals, and the first and second satellite transponders have 36 MHz operating bandwidths.

    Abstract: A ground-control system for a fleet of satellites provides a highly reliable means that automatically recognizes undesirable telemetry state changes and automatically transmits the required commands to the proper satellite to place the satellite operational parameters into the desired state. The ground-control system utilizes hardware, software and two redundant ground-control sites: a Control site and a Monitor site. There may also be a number of disabled sites to replace one of the redundant ground-control sites, at a moment's notice, if necessary. Both redundant sites constantly and independently monitor and verify validity of satellite telemetry. Upon occurrence of an undesired state change (event) upon a particular satellite, ground-control computers at both sites independently recognize the event and automatically begin a response.
