    Abstract: Techniques for congestion control are disclosed. In an embodiment, a base station allocates a shared resource using a combination of zero or more individual grants and zero or more common grants, and generates a multi-valued busy signal in response to loading conditions that exceed a pre-determined level. In another embodiment, a subset of transmitting mobile stations reduce their transmission rate in response to a multi-valued busy signal. The subset may include autonomous transmission, commonly granted transmission, individually granted transmission, or any combination thereof. In various embodiments, rate adjustment may be probabilistic or deterministic. In an embodiment, a rate table is deployed, and a mobile station decreases or increases the transmission rate from one rate in the table to a lower or higher rate in the table, respectively, in response to the busy signal. Various other aspects provide efficient congestion control, avoiding excessive interference and increasing capacity.

Magnitudes of the evaluated characteristics can be utilized to generate handover credits associated with the target channel(s) (e.g., based on some function of a difference in the magnitudes). If a concurrent number of credits associated with a target channel equals or rises above one or more threshold levels, a mobile device can initiate a handover. As described, disparity in source and target channel quality, signal strength, etc., can be determined to increase probability of a handover based on channel degradation over one or more time intervals.

When a scheduled data message is to be transmitted, a mobile device generates the data message, appends a predetermined type of header to the data message, and passes the data message to a communication unit. The header comprises an hour field, a minute field, and a slot field indicative of a specific time when the data message is to be transmitted on the controlled access packet data channel. After receiving a data message from the mobile device, the communication unit parses the received data message to determine whether the received data message should be processed as a scheduled data message on the controlled access packet data channel, and transmits the data message to a fixed network at a specific time based on the hour, minute, and slot fields in the header.

Furthermore, a synchronizing node, wherein integration of the synchronizing node to a set of already synchronized nodes was not successful after a specifiable period, changes into the cold-start phase, in which a cold-start procedure of the node is extracted, wherein in the cold-start phase the node does not react to integration messages of a node in the synchronized phase.

The wireless access control system is configured to determine that the available pool of the MAC IDs is insufficient, and in response, select a set of the user devices based on at least wireless signal strength. The wireless transceiver of the base station is configured to instruct the selected set of the user devices to not use the base station for the wireless communication, and in response, the wireless access control system is configured to return ones of the MAC IDs used by the selected set of the user devices to the available pool.

This may allow the sleep cycle of the currently active PSC to be changed without deactivation.
