Upon request of transmission of an IDT, the UE acquires a CN operator ID selected from a multi-ID list broadcasted from a cell in which an RRC connection has been established, and transmits an IDT message with the selected CN operator ID to the RAN. Upon receipt of the IDT message, the RAN determines whether the IDT message includes a selected CN operator ID. In the presence of the selected CN operator ID, the RAN stores the selected CN operator ID in a UE context. In the absence of the selected CN operator ID, the RAN reads a stored selected CN operator ID from the UE context. The RAN then selects a CN operator using the selected CN operator ID.

The ExceptionIndicator can be used to block application of such buckets, e.g. to enable premium pricing, for international delivery or the like.

    Abstract: A digitally stored map can indicate the signal quality for each of the map's regions. A device can determine its location, speed, and direction using global positioning system (GPS) and other sensors. Based on this information, the mobile device can predict a field of locations within which the device will probably be located within a specified future time frame. Based on both the information indicating signal quality and the probable future field of locations, the device can estimate a moment at which the device will probably begin to suffer from low-quality or absent signal. Using this prediction, the device can proactively perform a variety of anticipatory remedial actions. For example, the device can begin allocating a greater portion of currently available wireless network communication bandwidth to the reception of data packets that represent content that is being streamed to the device, so that the device can proactively buffer those packets.

If the apparatus is determined to be positioned in a significant place or route, a further determination may be made as to whether at least one second level classifier exists for the significant place or route. Second level classifiers may be utilized to determine when apparatuses transition from one state (e.g., one significant place or route) to another. Upon detection of a state transition based on the second level classifier, a new localization configuration may be applied in the apparatus.

Each mapped feature maps a sharable feature to a matching criterion for an item of protected information and no combination of mapped features for a secure set are unique to an individual item of protected information. Privacy compliance instructions enable the mobile device to select a mapped feature from a received set of mapped features by identifying an item of protected information available to the mobile device which corresponds to a matching criterion found in the received set of mapped features. The sharable feature of the selected mapped feature is identified and sent to a privacy compliant destination. Advantageously, the analysis system protects the privacy of the mobile device user because it does not require the mobile device to relay protected information for the selection of customized content or relevant advertisements.

Primary spectrum holders as exclusive licensees of underused spectrum communicate with a global spectrum broker to place portions of their underused spectrum into an auction-based rental market on the condition that they can regain control of their spectrum when a need arises. Local spectrum brokers communicate with the global spectrum broker to bid for available spectrum to meet their temporary needs in time and place. The local spectrum brokers, in turn, administer local optimization schemes over their portion of the global region to ensure that an expected level of quality of service is provided to individual customers with whom the local spectrum brokers communicate.
