The DCI can contain a Channel State Information (CSI) request on a physical control channel in a subframe of a first serving cell. The CSI request can direct the UE to perform CSI measurements for at least one aperiodic Channel State Information Reference Signal (CSI-RS) of a second serving cell. The UE can ascertain CSI-RS resources in a subframe of the second serving cell based on at least the DCI contents. The UE can determine CSI based on the ascertained CSI-RS resources. The UE can send the determined CSI to the base station.

The offloading may be performed during relatively short time-intervals such that physical TP are muted for one or more transmission time intervals (TTIs) before being re-activated. The offloading may also be implemented over longer time-intervals in accordance with a traffic engineering (TE) policy. Further it is possible to re-activate a de-activated downlink transmitter of physical TP by monitoring wireless signals via an activated receiver of the physical TP.

The low-power extension carrier may be activated as needed to offload data transfers from the primary cell, in download-only, upload-only, and time-division LTE (TD-LTE) modes. Configurations involving multimode base stations, multi mode user equipment (UE), relay extension carriers, and remote radio equipment are also described herein, in conjunction with deployment of opportunistic carrier aggregation using extension carriers.

In particular, a plurality of message addresses can be registered with a publisher, and notifications from the publisher for the message addresses can be received. In addition, the notifications received from the publisher for the message addresses can be time-stamped. A notification interval for the message addresses can be monitored in which the interval may be based on a predetermined amount of time. The time-stamps of the received notifications can be compared to the notification intervals to determine whether a disruption in the receipt of the notifications for at least some of the message addresses has occurred. If a disruption has been determined to have occurred, the message addresses that have been affected by the disruption can be deleted. The deleted message addresses can then be re-registered with the publisher to restore the receipt of the notifications from the publisher for the affected message addresses.
