According to the method, a paging attempt will be directed to the mobile station's zone of last registration and to only those coverage areas in at least one adjacent paging zone that are deemed to be experiencing threshold congestion.

Upon detection of a cell that is better than the current serving cell, the mobile station reselects this detected better cell as its new serving cell.
