The first and second exhaust scrolls swirl exhaust gas which is discharged from the engine and blow the swirled exhaust gas toward the wheel. The hole guides exhaust gas into the second exhaust scroll. The cover is provided separately from the housing. The valve opens or closes the hole, and includes a movable part having a rotatable shaft and a valving element. The movable part is attached to the cover. The cover is press-fitted to the housing, so that the valve is attached to the turbocharger.
