The method includes: connecting UE to both a 4G base station and a 5G base station by using an LTE-NR dual connectivity technology; and when the UE is in a screen-off state and a data transmission rate of the UE is less than or equal to a preset rate, releasing a connection between the UE and the 5G base station. The embodiments of the present invention can solve problems such as high device power consumption and network resource waste caused by the LTE-NR dual connectivity technology.
