A tire puncturing frame comprised of a shaft supporting tire puncturing members thereon is rotatable within the housing between stored and working positions of the tire puncturing members relative to the upper supporting surface of the housing. Offset counterweights are coupled to the frame to bias the tire puncture members towards the working position. A latch bolt threaded into a threaded aperture in the housing selectively retains the tire puncturing frame in the stored position.

A transition assembly is formed by connecting thrie-beams to the road-side of the transition framework. A thrie-beam may also be connected to the field-side of the transition framework. The disclosed transition framework provides a preassembled solid four bar structure with exceptional resistance to deflection in both the vertical and horizontal planes, that spans a greater distance than convention transitions.

The regenerative energy mechanism includes a main gear having an axis of rotation and an inner ring of ratchets, a plunger positioned along the axis of rotation and rotates the main gear by motion thereof along the axis of rotation, and a pawl configured to allow the inner ring of ratchets and the main gear to rotate in only one direction. The plunger is mechanically connected to the sloped cover portion such that the plunger moves down along the axis of rotation when the sloped cover portion deflects downward.

A security bolt received in the manhole cover is movable between a locked position wherein the security bolt engages the latch bolt to lock the latch bolt in the latched position and a removal position wherein the security bolt is disengaged from the latch bolt. An extraction tool is inserted through the manhole cover to remove the manhole cover from the manhole frame. The extraction tool engages a driven cam surface on the latch bolt to drive the latch bolt against a biasing force of the spring to move the latch bolt to the removal position.
