The 2,4,4'-trichloro-2'-hydroxydiphenyl ether stabilizes the concentrate against crystallization and/or freezing at sub-freezing conditions, particularly when the isothiazolinone compound has a melting point of 30.degree. C. or above. 2,4,4'-trichloro-2'-hydroxydiphenyl ether also enhances the anti-microbial properties of an isothiazolinone-containing concentrate.
