    Abstract: A communication device that establishes a short-range wireless communication link with a fixed wireless access (FWA) user equipment (UE) or a mobile UE that is in a specified proximal range of the communication device. The FWA UE or the mobile UE is in a radio resource control (RRC) connected state over LTE network, is determined. The communication device detects whether a first new radio (NR) carrier is assigned to the FWA UE or the mobile UE without using the communication device. A carrier measurement is determined for NR is established at the FWA UE (or mobile UE) by an LTE-enabled base station in the RRC connected state. The communication device controls assignment of a second NR carrier to the FWA UE or the mobile UE for non-standalone initial access to a beam of RF data signals in the second NR carrier at the FWA UE or the mobile UE.

The UE initiates a contention-based Random Access (RA) procedure on the serving cell and stops the BWP timer. The UE starts the BWP timer upon successful completion of the RA procedure, wherein the UE considers the contention-based RA procedure successfully completed if a Physical Downlink Control Channel (PDCCH) addressed to a Cell Network Temporary Identifier (C-RNTI) of the UE is received and the PDCCH contains an uplink grant for a new transmission.

Upon resolving the hash value, the tracking server can store a location of the tracking device in association with the identity of the tracking device. To preserve power, the secondary device can activate location-detection functionality (such as a GPS receive) only in response to the detection of movement of the tracking device, can obtain location information, and can de-activate the location-detection functionality upon providing the location information to the tracking server. The tracking server can associate one or both of a previous location and the current location information based on movement of the tracking device.
