Abstract: In a mobile communications system in which dynamic IP addresses are assigned, a plurality of home agents are provided. A first home agent of the home agents includes a first holding section having a plurality of regional BCs each of which holds binding data and a plurality of transferred states. The first home agent further includes a selecting section for selecting a second home agent from the plural home agents and also selecting a regional BC for transfer from the plural regional BCs based on first load information and binding cache load information. The first home agent further includes a transmitter section for transmitting the regional BC for transfer toward the second home agent and also transmitting a registered destination change notification toward the mobile node. In addition, network reliability is enhanced while maintaining load dispersion and the performance of each home agent.

Abstract: When a content to be partialized is specified to a document, the document creation supporting system records the content of the part in a file separated from the document together with a part holding mark, adds a part reference mark at the position where the part is specified in the document and deletes the content of the part from the document in order to be able to readily confirm the consistency of the part and version number when the document is updated and to be able to confirm contents of documents among a plurality of documents.

Abstract: A method, circuit, and apparatus for mitigating effects of wavelength-dependent atmospheric transmission characteristics on an atmospheric optical telecommunication system. The system comprises two atmospheric optical telecommunication units communicating with one another using light propagated through the atmosphere. Each of the atmospheric telecommunication units includes an optical transmitter having a laser generating a transmitted light beam for reception by the other, and an optical receiver. The optical receiver generates an electrical signal in response to a received light beam received from the other of the atmospheric optical telecommunication units. In the method, an increase in noise above a normal noise level is detected in the electrical signal, and a flag signal is generated in response. The increase in noise is due to the received light beam having a wavelength at which the atmosphere has a wavelength-dependent transmission characteristic.
