    Abstract: A method of wireless communication performs a public land mobile network (PLMN) search for a higher priority PLMN. The PLMN search includes a candidate PLMN having a different mobile country code (MCC) than a serving PLMN. The method switches to the higher priority PLMN when the PLMN search locates the higher priority PLMN. A method determines whether a user equipment (UE) has transitioned between an international area and a national area. The method triggers PLMN selection in response to the UE having transitioned between the international area and the national area.

In some wireless communications systems, such as broadcast systems for a multimedia broadcast/multicast service (MBMS), an inter-site distance between transmitters or between a transmitter and a receiver may be relatively large compared to an inter-site distance for other scenarios of a wireless communication system (for example, cellular data or talk scenarios). A transmitter in a broadcast system may adjust one or more characteristics of resources in a frame, such as the subframe structure, slot structure, or symbol structure, in carriers dedicated for MBMS resource transmissions. For instance, the transmitter may adjust durations of one or more symbols in a frame.

The first wireless communication network may protect the configuration data based on at least one first key when sending the data to the second wireless communication network. The second wireless communication network may send the configuration data to user equipment in messages protected by at least one second key. User equipment receives the message from the second wireless communication network, extracts the configuration data using the at least one second key, determines whether the configuration data has been altered at least in part based on the at least one first key, and applies the configuration data if the configuration data has not been altered. The protected configuration data may be sent in an information element of a control plane message.

    Abstract: Enabling Ethernet Header Compression (EHC) for use with data sent within a Non-Access Stratum (NAS) control plane of a wireless communication network. In one aspect, a wireless communication device sends a signal to a wireless communication network indicating the device supports EHC for data transfer over a control plane. The device obtains a response from the wireless communication network indicating the wireless communication network supports EHC for data transfer over the control plane. The device then sends an Ethernet packet compressed using EHC to the wireless communication network over the control plane. The wireless communication device may be configured to send a request to the wireless communication network to use EHC before sending the Ethernet packet compressed using EHC. The device then sends the compressed Ethernet packet only if the request is granted. In another aspects, complementary EHC features are provided within a network component of the wireless communication network.

A base station may configure an outer coded block which a user equipment (UE) may implement to recover an unsuccessfully decoded transmission. The base station may send, to the UE, downlink control information (DCI) indicating an outer coding scheme for the group of data blocks (e.g., a first data block and a second data block). The UE may monitor for the data blocks and the outer coded block. The UE may decode the data blocks based on the outer coded block and the outer coding scheme. In some examples, the outer code block may be made up of a combination of the first and second data blocks. The UE may use the combination of the outer coded block and one of the data blocks to decode an unsuccessfully decode data block.
