The float assembly includes a first buoyant float member coupled with the float assembly. The float assembly also has a configuration wherein buoyancy and gravitational forces acting on the float assembly resist rotation of the float assembly about the roll axis when the float assembly is secured to the elongate conveyance and disposed in a body of water. In some embodiments, the float assembly includes a body defining a buoyant pipe support that includes a central float section and two outer float sections disposed laterally outwardly from the central float section. In some embodiments, ballast is used to provide roll axis stability. Magnets are embedded into two sections of the sidewall to attract and retain the sections together. A cover fits over the sidewall. Alignment portions are formed in the channel and complementary alignment portions are formed in the bottom of the sidewall for aligning the sidewall with the pallet base. The pallet base includes intersecting strap receiving portions formed in an underside of the pallet base and the cover includes intersecting strap receiving portions formed on a top portion of the cover. The sidewalls include a first embodiment with single wall construction and a second embodiment with double wall construction. The walls are a corrugated plastic construction and include spaced apart reinforcing rods extending into the flutes.
