When M representative colors include first and second colors, and N intermediate color between the first and second colors, the selecting unit selects the first and second colors and the N intermediate color. The boundary strength calculating unit calculates a boundary strength indicating a color or brightness difference at a pixel of the image to be processed. The color replacing unit determines replacement color candidates for the pixel from among the first color, the second color and the N intermediate color, and replaces a color of the pixel with any of the replacement color candidates. The replacement color candidates are determined in accordance with the boundary strength of the pixel calculated by the boundary strength calculating unit.
