    Abstract: A fill pipe lock assembly for protecting the fill pipe cap of an underground flammable liquid storage tank is disclosed. The lock assembly includes a floating baseplate inserted over the top of the fill pipe and below the adaptor ring and a removable cover. The baseplate is in loose engagement about the fill pipe in a manner which permits the baseplate to be rotated freely about the fill pipe. The baseplate and cover include a pair of cooperating, diametrically opposed, hasps and openings to removably lock the cover to the floating baseplate.

    Abstract: The tank fill locking system includes a special coupling adapted to fit upon the top of the tank fill pipe within the manhole. A flat top cap is removably attached to the coupling and includes aligned lock receiving openings when the handle is moved to the closed position. An upper, first, hardened steel plate overfits the fill cap within the manhole and is provided with suitable brackets to engage both the handle and the locks. Preferably, straight shackle locks are employed. A second or inner locking plate secures within the coupling below the flat cap and is also provided with a lock to lock the second plate within the coupling and thereby prevent access to the tank through the fill pipe.

    Abstract: The pressure-vacuum vent is adapted to communicate an internal storage chamber with atmosphere at predetermined pressure and vacuum conditions. The vent includes a poppet valve member that moves upwardly within a body to vent the chamber to atmosphere when the pressure build up in the chamber reaches a predetermined level. A non-deforming mass is supported on the upper wall of the valve member for preventing the member from moving upwardly until the predetermined pressure build up in the storage chamber is reached. A hood assembly overfits the body and includes external and internal hoods. The internal hood is contained within the upper open end of the vent and includes an internal cavity facing upwardly to receive rain and other foreign matter. The external hood includes a sidewall that flares outwardly from an upper opening in vertical alignment with the cavity in the internal hood to a lower end overlying the sidewall of the vent body.

    Abstract: A shield is disclosed which protects the bottom of liquid filled tanks in general and underground flammable liquid storage tanks in particular. The shield is slidably secured near the bottom of the fill drop tube which is positioned within the tank. The shield bottomly covers the drop tube in a manner to protect the tank construction during stick gauging. When a gauge stick is dropped into the tank through the fill opening to measure the quantity of liquid contained therewithin, the gauge stick strikes the shield and not the bottom of the tank.

    Abstract: The gauge includes a calibrated, elongated stick or rod to which is affixed an elongated, transparent sampler tube. A bottom valve is operable within the sampler tube and is capable of direct opening by contacting the bottom of the tank with the valve stem. The valve is also remotely operable through a cable of sufficient length to extend upwardly exteriorly of the tank for manual operation above grade level. The transparent tube extends from the bottom of the gauge stick and may be relatively short for sampling possible water contamination at the bottom of a tank or may extend several feet in length to allow core sampling throughout the entire height of the tank contents.

    Abstract: A test plug for sealing an internal passageway of a vessel preparatory to pressure testing the vessel with a fluid. The test plug is particularly designed for use with vessels that are installed below ground level, and is of the type that can be actuated from ground level to provide the desired sealing function. When the plug is intended to seal an internally threaded passageway of the vessel, it includes an externally threaded seal plate that is rotated into threaded engagement with the internal threads by an upstanding stem that is secured to the seal plate for operation from ground level. The seal plate carries an annular compressible gasket adjacent its lower surface, and a squeeze plate is positioned beneath the gasket for movement in an upward direction to compress the gasket against the lower surface of the seal plate. The gasket compression causes lateral expansion of the gasket into sealing engagement with the internal wall of the vessel passageway.

    Abstract: An improved pipe cap comprises a cover and a U-shaped handle pivotally connected thereto. The handle includes a pair of rounded lugs which are adapted to engage an annular groove in the pipe end when the pipe cap handle is rotated toward its locking position. When the handle is rotated away from the locking position and towards the unlocking position, the lugs cooperate with the groove so as to cam the cover off of the pipe end. This novel camming action helps to overcome the resistance frequently associated with breaking the seal between a pipe end and a pipe cap.An alternate embodiment of the improved pipe cap is fitted with lugs having a pronounced flat on one side. The alternative cap is intended to fit on a pipe adapter having a flat locking rim instead of a groove. The rim includes two slots 180.degree. apart which are engagable by an appropriate wrench to thread the adapter onto a fill pipe. The lugs on the cap are located in such a manner that at most only one lug can fall into a slot.
