The second packet may include identifications of IoT devices unauthenticated with the access point. Upon determining an allocation of the wireless spectrum, configuration information associated with the wireless spectrum may be determined and sent to one or more devices associated with respective operator networks, where the configuration information may be used to configure the operator network to utilize the allocated wireless spectrum.
