The elastic restraint secures the plurality of reusable bags with the structural base such that the plurality of reusable bags is stored on a racking portion of the bag storing hanger. The first arm-bracing wing and the second arm-bracing wing rest on a grocery bag holder when the device is used to dispense the plurality of reusable bags. A handle extending from the structural base allows the user to carry the device conveniently.
