The catalyst may comprise an electrically conductive support with a layer of one or more metal oxides adjacent to the support and at least one active metal adjacent to the layer. Methods are disclosed for deposition of metal oxide and active metal, drying and heat treatment. The method of using the catalyst may comprise bringing ammonia in contact with the catalyst in a reactor. The catalyst may be configured to be heated to a target temperature in less than about 60 minutes, by passing an electrical current through the catalyst.
