    Abstract: A method for enabling an entity of a group of entities in a region to comply with a regulation regarding a pollutant to be discharged in the region from a point source operated by an entity includes: establishing an administrator in communication with the entities; establishing an amount of discharge of the pollutant from a point source operated by a first entity within the region during a period; comparing the amount of discharge of the pollutant from the point source and an amount of allowance allocated to the first entity during the period to assess compliance of the first entity with the regulation; establishing a value for the amount of allowance to be allocated by the first entity to discharge the pollutant from the point source; communicating that value to the administrator or a second entity; and defining a solution enabling the first entity to comply with the regulation.
