    Abstract: A system and method for determining whether to connect an outgoing call are provided. A request is received to connect an outgoing call including a phone number of a device to receive the outgoing call. A location routing number (LRN) associated with the phone number is obtained, and an actual location is associated to the device based at least in part on the LRN. The actual location of the device is utilized in determining whether to connect the outgoing call. This can be in conjunction with evaluating one or more rules for connecting calls based on the actual location.
