Since the management system M1 collectively manages the algorithm information that indicates algorithm possessed in each node, if the fist node does not have algorithm needed for processing a certain packet, the first node can find the second node having the algorithm by inquiring the network management element M1. In addition, the first node can transfer the certain packet to the second node to process the certain packet by using the algorithm.

The buffer for cells to be sent comprises functions for discarding an ATM cell when the transmission wait time therefor exceeds a time-over period, and the AAL multiplexer comprises functions for giving priority to user data for which a higher quality of service is demanded than a discarded ATM cell, as the ATM cell to be generated immediately following the discard.

Quality of service in the one network is mapped to quality of service in the other network by execution of a program included in the active packet, at the entry node of the other network. End-to-end quality of service is thereby guaranteed, unnecessary exchanges of quality-of-service information are avoided, and each network can modify its quality-of-service practices at its own convenience.
