    Abstract: An emergency notification service is described that is delivered using an evolved multimedia broadcast-multicast service (eMBMS). An emergency notification is sent out to user equipment (UE) in affected areas. In response to receiving the emergency notification, the UE searches the appropriate emergency multicast service acquisition information for multiple potential types of available emergency content that is provided by the eMBMS system in the network and tunes to the eMBMS to receive the emergency content. In selected aspects, the transmitted information, including the notifications and content may be scrambled using the same cell ID for each of the cells transmitting the same content. This improves the quality of the transmitted signals allowing for more reliable receipt and decoding by the receiving UEs.

In one example, a communications device is equipped to provide a parity portion of titles in a channel of a service to a plurality of UEs at a first time, receive, from a UE at a second time, a request to access a title of the one or more titles, and provide an enablement item, to the requesting UE, which is a portion of the requested title that, when processed with the provided parity portion of the requested title, is sufficient to allow the requesting UE to decode and access to the requested title. In an aspect, the parity portion may be a parity portion of a fountain code encoded title, and the enablement item may be repair symbols of the fountain code encoded title.

    Abstract: A device for processing media data includes one or more processors configured to receive a session description protocol (SDP) message including an attribute that defines a time-shifted buffer (TSB) depth, determine an amount of memory for the TSB based on a value of the attribute, allocate the determined amount of memory to the TSB, and store at least a portion of media data associated with the SDP message in the TSB. The value for the attribute may signal the depth of the TSB in terms of playback time in seconds. The attribute may leverage the extensibility of SDP messages through, for instance, “a=” lines. For instance, the TSB depth attribute may correspond to an “a=tsb-length:” attribute.
