The device comprises a first network access device (42), a second network access device (44), a positioning unit (66), a memory (64), and a controller (56). The first network access device (42) operates according to a first wireless communication protocol. The second network access device (44) operates according to a second wireless communication protocol. The positioning device (66) is used for determining a location of the vehicle (26). The memory (64) stores a database of geographic coverage areas for maintaining the communication link according to the first wireless communication protocol.
