    Abstract: A permanent below-ground flood barrier installation is characterized by a trench surrounding a specified area. A concrete ballast lines the trench and anchors a covered housing containing a flexible water impermeable fabric wall and a series of supports. When a flood is impending the housing is opened, the supports removed and set up vertically at ground level, and the fabric wall extended upward. The fabric wall is attached at its upper edge to the cover set atop the supports, and at its lower edge to the housing. Three point anchoring of the supports maintain them in vertical orientation and stop means prevent backward movement during storm surges. When flooding subsides the components can be cleaned, dried and returned to the housing. No tools or special skills are required to set up the wall and supports once the initial installation has been completed.

The upper and lower screens are formed of material transparent to a given wavelength of a laser. The tank is formed of material that absorbs the given laser wavelength. An external piston has a first end and a second end. The external piston second end pushes against the diaphragm. An apertured cap affixes over the piston port to retain the external piston in place. The external piston first end extends outside of the apertured cap. An internal piston is disposed within the housing and has a first end and a second end. The internal piston first end pushes against the diaphragm and against the external piston. A seal ring is disposed towards the second end and is fitted to seal the first port. A spring is placed against the internal piston second end. Pushing on the external piston first end moves both pistons to permit water to flow between the housing first and second ports.

    Abstract: A barrier wall for containment of flood waters composed of multiples of modules which are easily transported to the site and erected without tools, by only a few persons with no special skills or training. Flexible coversheets, having foam seals which conform the modules to the ground and prevent flood waters from undercutting the ground and rendering the wall unstable are placed on the ground. Compartmented flexible ballast cell units are placed on the cover sheets just over the seals. The edges of the coversheets are coupled together as are the ends of the ballast cell units for continuity of the wail. The ballast cells can then be filled with water, sand, earth, gravel or other available material and the front portions of the cover sheets brought up and over the ballast cells to form a wall. An additional tier can be added to double the height of the wall.
