    Abstract: This application provides a data transmission method, an apparatus, and a system. The method includes: A source network device performs cascading processing on at least two data units to obtain a first data packet, where data included in the at least two data units belongs to a same radio bearer or quality of service flow of a terminal device, and the first data packet is a packet data convergence protocol PDCP layer data packet or a service data adaptation protocol SDAP layer data packet; and sends the first data packet to a target network device through a first tunnel. According to the foregoing method, a plurality of data units are cascaded to obtain one data packet, so that header overheads of the cascaded data packet can be reduced, lossless handover under a cascading function can be implemented, and a cascading gain can be obtained.

The method includes: A terminal receives indication information of a first threshold and a second threshold, where the second threshold is used to determine that a beam failure occurs on an access network device. The terminal collects statistics on quantities of beam failure instance times of one or more access network devices that communicate with the terminal based on beams in a cell; and performs beam recovery on an access network device whose quantity of beam failure instance times is greater than or equal to the first threshold and less than the second threshold. The method and the apparatus in this application can further reduce a possibility of the beam failure, improve network reliability, and avoid beam failures on a plurality of devices in the cell at the same time.
