The body portion has a front pocket assembly made of three stacked layers of material, including an outer layer having a plurality of hexagonal-shaped holes, a water-permeable middle layer, and a water-permeable inner layer. Each bootie has a toe piece, an ankle piece, and a sole piece. The toe piece has a top layer that is a laminated composite material including a waterproof breathable membrane. The toe piece also has a middle layer that is made of a durable and resilient waterproof material with a plurality of cutouts that penetrate completely through the middle layer. The toe piece also has a bottom layer. The durometer of the sole piece is preferably higher than the durometer of the toe and ankle pieces.
