The VNFM instantiates or changes the VNF instance based on the scaling information.

This can occur by creating a view which shows all of the methods or services which are available for contacting a particular user, which information is viewable by other users of the network. This then improves communications by reducing the potential for one user to attempt to communicate with another user via a method which a user does not support.
