    Abstract: A user may transmit a character based message to invoke a request for emergency services from a public safety access point (PSAP) similar to a conventional voice call made to “911”. If the PSAP is capable of directly receiving a character based message, a user's message to a predetermined emergency address is routed to an appropriate PSAP. If the PSAP is not capable of directly receiving a character based message, the user's character based message is converted by a text-to-speech facility and transmitted over a conventional voice channel to an operator of a PSAP.
