The surfactant blend comprises at least one synthetic polyisobutylene surfactant and at least one secondary surfactant selected from the group consisting of sulfonate surfactants, alcohols and nonionic surfactants. The surfactant blend lowers the interfacial tension between hydrocarbon oil and the aqueous fluid.
