Abstract: An apparatus includes a frame member having an external surface. The frame member forming a closed loop and bounding an interior region. A buoyancy member is coupled to the frame member such that at least a portion of the buoyancy member is disposed outside the exterior surface of the frame member. A weight is coupled to the frame member such that at least a portion of the weight is disposed outside the interior region and outside the exterior surface of the frame member. In some embodiments, an apparatus also includes a character member that is coupled to at least one of the buoyancy member or the weight.
