    Abstract: A membrane and catalyst composite includes an ion-conducting membrane having a surface for the passage of ions, and having a near boundary layer that includes the surface and extends a distance into the membrane. A layer of electrocatalyst particles are embedded in the near boundary layer of the membrane to produce an electrode. The electrode has a porosity that allows the flow of gas through the electrode, and it has a surface roughness that increases the catalytically-active area of the electrode.
