The apparatus has a fluid pump disposed in the body of the apparatus, and a control circuit, operatively connected to the fluid pump and the motion sensor. A battery disposed in the body provides the electrical power to operate the apparatus. The body can be releasably attached to a hanger member configured for suspending the apparatus from a support.
