The invention comprises an inner hub spindle that is able to be unlocked from the wheel, allowing for independent rotation of the inner spindle. And, when unlocked via a bolting system, the invention's wheel section rotates while also eliminating effects of a vehicle drive and brake system while the vehicle is in tow.
