The housing with a central axis has a front end, a rear end, and a cavity which accommodates the outer sleeve and passes through the housing parallel to the central axis. The front end of the inner sleeve has a circular cutting edge which is concentric with the borehole axis of the inner sleeve, and the borehole at the front end of the outer sleeve has a constriction whose longitudinal axis is parallel to the borehole axis of the outer sleeve.
