    Abstract: A communication interface receives position information from a terminal device being charged. A controller determines that the terminal device is in a first state when the position information received in the communication interface is included in a past charging area and determines that the terminal device is in a second state when the position information received in the communication interface is not included in the past charging area. Upon receiving a signal addressed to the terminal device, the communication interface transmits the signal to the terminal device when the terminal device is in the first state. The communication interface stops the transmission of the signal to the terminal device when the terminal device is in the second state.
