The source base station is connected to the source core network device, and the target base station is connected to both the source core network device and the target core network device.

    Abstract: Embodiments of the present disclosure provide a method for accessing an inter-RAT cell and a related device, and the method includes: sending, by a base station, a first message to a terminal, where the first message is used to instruct the terminal to access an inter-RAT cell, and an LTE cell and the inter-RAT cell are different cells. Beneficial effects are as follows: The first message is sent to the terminal, so that the terminal directly accesses the inter-RAT cell without a need to access the base station. In this way, the terminal does not need to perform a handover procedure, thereby reducing a delay in an access process, effectively ensuring that the terminal can successfully access the inter-RAT cell, and effectively ensuring that a radio access technology new RAT service can be performed between the terminal and a base station of the inter-RAT cell.

In consideration that a synchronization signal and PBCH block (SSB) is introduced into a new radio (NR) system, the first physical cell identifier (PCI) corresponds to a first SSB, and the second PCI corresponds to a second SSB, the first access network device determines, based on the first PCI of the first cell and the second PCI of the second cell, that the first PCI conflicts with the second PCI. In this way, a PCI conflict corresponding to the SSB in the NR system can be detected. This helps eliminate or reduce PCI conflicts in an NR network, improve a success rate of terminal handover, and further reduce a call drop rate.

A source radio access network device sends a handover request message to a target radio access network device to initiate a handover procedure for a user equipment from the source radio access network device to the target radio access network device. The handover request message includes information about an original signaling connection parameter. When the UE enters a target cell, the target radio access network device allocates a new signaling connection parameter and sends a handover complete message to a core network node. The handover complete messages carries the original signaling connection parameter received from the source radio access network device and the allocated new signaling connection parameter about the target radio access network device. The inability of the target radio access network device to establish a signaling connection with the core network node in the related art is effectively solved.
