To control transmission of a data packet from an access network (AN) in both a link adaptation scheme and an ARQ (Automatic Repeat reQuest) scheme, an access terminal (AT) compares the received power of a forward pilot signal received from the AN with a predetermined first threshold, checks errors in the data packet of a received time slot if the reception power is greater than the first threshold, and transmits a signal requesting termination of retransmission of the data packet to the AN if no errors are found in the data packet after decoding.

A base station alternatively transmits signals on a common channel via at least two antennas at first and second intervals. A mobile station estimates a time relationship between the alternatively switched common channel and a user channel and measures the power of the received signals corresponding to the first and second intervals. The mobile station selects an antenna having stronger power by comparing the power of the signal corresponding to the first interval with the power of the signal corresponding to the second interval, and informs the base station of the selected antenna. The base station transmits a dedicated channel via the selected antenna.

The complex spreading sequence is generated to have a plurality of chips and a phase difference of 90° between every two successive complex chips in response to each chip of a PN (Pseudo Noise) sequence. The device and method flexibly control the mobile transmit power by limiting its peak-to-average power ratio to a specific range and thus confining the mobile transmit power to a linear characteristic portion in a characteristic curve of a power amplifier. The phase of the complex spreading sequence is prevented from shifting by 180° (i.e., &pgr;) to maintain the mobile transmit power in the linear portion of the power amplifier characteristic curve.
