The number of space vehicles is at least one greater than a minimum number necessary to provide at least a minimum level of service necessary to carry out a constellation mission. If one of the space vehicles fails the remaining space vehicles are repositioned in the mission orbit plane to provide the minimum level of service necessary to carry out a constellation mission.
