The selected group of resins is water-tolerating and impermeable, and may be a high solids polyisocyanate prepolymer that will harden to a polyurethane polymer; or it may be a selected mixture of epoxy resin and hardener. The plug is soaked in the resin, and is then diametrically compressed and inserted within the interior (i.e., inside the foundation of the structure) end of the rod hole being treated.
