    Abstract: Techniques are provided for a base station to transmit and receive wireless signals via a plurality of remote transceiver stations deployed in a coverage area. The remote transceiver stations are coupled to the base station in order to communicate with wireless mobile devices. A transmission time delay is determined for a message to be transmitted from corresponding remote transceiver stations to a wireless mobile device. Transmission of the message to be wirelessly transmitted from the two or more remote transceiver stations is delayed by a corresponding transmission time delay. The delayed transmissions appear as a resolvable multipath transmission to receivers in the wireless mobile user devices. Techniques are also provided for delaying the processing of uplink transmissions at the base station receiver. Delays associated with downlink or uplink transmissions may also be programmed into individual remote transceiver stations.

Forming the intermediate stretch laminate includes providing a first substrate and attaching an elastic film to a surface of the first substrate via an adhesive. The first substrate and the elastic film are in a face to face orientation. The intermediate stretch laminate has a residual energy of greater than or equal to 50% at a predetermined applied strain. The method of forming the stretch laminate further includes mechanically activating the intermediate stretch laminate at a strain rate of at least 100 s?1.

    Abstract: Methods, systems and program products for securely voting by providing a secure voting module in communication with a voting device. A voter signs onto the voting device using a unique voter identification, and the voter's voting selections are written to the voting device. A scrambled voter identification is generated using the unique voter identification and a unique encryption value of the secure voting module, whereby the voting selections and the scrambled voter identification are stored in the secure voting module. Once voting has ended, first and second fuses are blown within the secure voting module for destroying the unique encryption value and for permanently storing the voting selections and scrambled voter identification in a read only secure voting module that maintains voter anonymity while preventing any further physically writing thereto. The voting results may then be counted, re-counted or validated.

    Abstract: A manually operated wheeled reel support and dispensing cart for supporting multiple reels of material and for dispensing the material from the reels. The cart includes a cart frame having spaced side members, handles for manual cart handling and a top cross brace, with the frame being connected to a support plate and wheel assembly. A plurality of spindle hinge elements, each having a pivot opening, are fixed in spaced relation on one of the frame side members and receive L-shaped removable spindle elements for pivotal opening and closing movement. When open, the spindle elements are supported so that reels can be added or removed. When the spindle elements are closed they secure reels of material to the cart. The cart mechanism has a stop plate and a lock plate fixed to respective frame side members to ensure against inadvertent separation of the spindle elements from the cart and to ensure locking of the spindle elements at their closed positions.

    Abstract: A method for inducing strain on a workpiece includes the step of providing a testing apparatus having a first set of teeth and a second set of teeth. The workpiece is placed adjacent to the first or second set of teeth. The second set of teeth is disposed on a movable carriage which linearly reciprocates thereby allowing the first and the second sets of teeth to engage and disengage each other. A commanded position by time is provided to the carriage while the actual position by time of the carriage is measured. The first set of teeth are in communication with at least one load cell such that when the first set of teeth engage the second set of teeth, the load applied by the carriage is measured. The actual position by time data and the load data are manipulated to produce vast information pertaining to the workpiece.
