Abstract: Provided is an advertisement programming apparatus and advertisement programming method. The advertisement programming apparatus includes: a scene understanding information generator configured to generate scene understanding information including a keyword for each of a plurality of frame images, of a video content; a scene understanding information matcher configured to divide the video content into a plurality of scenes, and to match the scene understanding information with each of the plurality of scenes; and an advertisement scheduler configured to determine at least one advertisement content to be inserted into the video content, based on the scene understanding information matched with each of the plurality of scenes.
