    Abstract: Systems and methods are provided for alleviating congestion of data traffic in a wireless network in a cell site. The methods determine congestion levels for respective data connections from mobile computing devices to a network through a cell tower in a cell site. The method further determines a congestion level associated with the cell site based on a weighted aggregate of varying congestion levels associated with the respective data connections in the cell site. The disclosed technology includes flow policies associated with congestion levels. The flow policies determine weights used for determining the weighted aggregate and maximum network bandwidth enforced for the respective data connections. The disclosed technology identifies data connections that consume abnormally high amount of network bandwidth and throttles with bias against data traffic associated with these data connections with heavy traffic.

    Abstract: This invention describes the production of a polymeric film, specifically a mix of two different lattices, in order to obtain a barrier layer in food packaging that reduces bacterial cell growth. Said reduction in bacterial growth is a result of choosing not only a surface with chemical properties to prevent bacterial growth, but also, and especially, controlling the nanostructure of the surface in order to prevent bacterial adhesion and so prevent bacterial film formation. This is done by using a mixture of two lattices and thermally annealing the surface as needed to such surface topography that bacterial growth is decreased. This invention addresses the need for an increased shelf-life of groceries in order to reduce spoilage losses, and thus waste. In addition, this invention supports the need to monitor the spoilage of packaged food so that less food is unnecessarily disposed of and on the other hand, so that spoiled food is not consumed by humans.

The RPS can also include a positioner to enable the RPS to move the inventory item backward and forward on the shelf. The RPS can be mounted on a free-standing frame to enable movement in two axes and repositioning of inventory items in a third axis. The RPS can also be centrally mounted in a shelving unit and can move vertically and rotate about a single axis to reposition inventory items radially.
